In the early days of World War II, the U.S. government asked the Rand Corporation to determine which U.S. cities would be attacked by enemy bombers and what the consequences would be. Because there was no precedent for the answers, the “Think Tank” people knew that if they surveyed military specialists they would receive a muddle of different responses, all based on individual observations. Certainly there could be no consensus— and no forecast.

What emerged as the solution to the problem was the Delphi Technique, conceived by Rand specialists to allow individuals to focus their opinions on an unknown in hopes of reaching a discernable convergence of opinion. The effect, then as now, is to lend direction to difficult, complex questions for which there are no absolute answers.
